Why was the Child Protection service set up?

Cardinal Connell in his letter to the Diocese on 5th/6th October 2002 said

“the issue of abuse is much too complex for any one individual to address and the Advisory Panel’s function is to make recommendations to me on what action is appropriate in each case. I have accepted their recommendations in every instance. Recently, on their advice, I authorised the setting up of a Child Protection Service within the diocese, further details of which will be published in due course”. 

The Child Protection Service was established in September 2003 and has set up its offices in Clonliffe College, Dublin 9.
